The updated draft for PDALFA has been released and comments on the new draft is due by 30 September.
This is one of the main focus areas of the land use working group and as such we will make a submission with comments. If you have any comments you would like to include please send it to landusesawea.org.za by Friday the 23rd of September.

Minutes of meeting held 5 May 2016
Thank you very much to everyone who participated in the meeting. Please see below the minutes of the meeting and objectives for the year with associated to do list.
Windaba 2016: at this stage we do not feel that we have anything to present and thus won’t present. If however closer to the time we have more insight regarding PDALFA and it is possible to get a lawyer or the drafter of the bill to present we will pursue this.
PDALFA: The first round of public participation came to an end, they have since appointed a legal person to review the comments received (same person who was involved with SPLUMA). The current document looks different to the initial draft and hence there will be another round of public participation later this year. After the second round of the public participation process it will be promulgated, their timeframe for this is March 2017.
SPLUMA: The Western Cape has been proactive with majority of municipalities adopting their own framework, if not they are following the old scheme. The Northern Cape on the other hand has been slower to react and land use applications are not being processed. There is also uncertainty whether rezoning of the servitude for gridlines is required – we will aim to get a legal opinion on this.
SKA: revised regulations drafted and will start the public participation process soon.
Objectives and to do:
1.tDAFF/PDAFLA: Setup a follow-up meeting with DAFF (previous meeting held 24 March 2015) to discuss PDALFA etc - Eugene to setup meeting
2.tPDAFLA: Review updated draft when available – land use working group
3.tSPLUMA: we will send out a general question to all SAWEA members to determine whether other IPPs also experience the same problems regarding land use applications. If we get a response that this is an industry problem we will setup a meeting at provincial level in affected provinces – Enelge to proceed
